I doubt that costs would go down directly because of a climate change bill. What may happen, however, is that the government would have an incentive to meet the goals and would pass tax breaks onto consumers and companies to help develop the resources. Money would certainly be earmarked to companies and it would be a step in the right direction. Costs would probably go down as an ultimate effect of a bill, but I don’t think it would be directly because of the bill.
