This is impossible to estimate. No one knows how people’s behaviors would change if they were somehow forced to somehow cut electricity consumption for an hour. It would largely depend on when exactly that energy was cut. In the middle of the night, when people have little need for electricity, it wouldn’t add up to much. It would be a lot more if that hour was in the evening, when lights are on and appliances see the most use.
