If the EPA wasn’t allowed to regulate green house gases who would?

    Probably Congress in conjunction with law enforcement and the judiciary. The EPA exists as a go-between between those branches of government and also the state and federal levels. While Congress creates the actual legislation on environmental issues and makes it into law, the EPA actually creates regulations to enforce those laws based on scientific studies of the issues.
