If a company ships its manufacturing over seas can it be considered an eco friendly company?

That depends on the practices of the company overseas.  If they are still running a low emissions business and move the manufacturing where raw materials and labor are more abundant and cheaper, they can be an eco-friendly company.  Shipping items on large ships is actually one of the more efficient methods for transportation (much more fuel efficient than flying or trucking).  However, if they move a manufacturing plant overseas because there are different emissions and waste laws and can get away with polluting the planet, then they are not a green company.
