If chemicals are spilled on the ground will they always find a water source?

If the chemicals are close enough to water then yes the will most definitely find there way into a local source. The chemicals will flow in the same direction that water does, so eventually if it travels far enough it will reach a large mass of water and mix in.

If the chemicals are water soluble, then yes, they will at the very least be leached into groundwater or a waterway eventually. Certain chemicals are inert to water and can’t be dissolved, however.
