If California terminates their offshore drilling will that put more of a strain on everyone else?

Certainly it will put a strain on everyone else.  The offshore drilling in California totals about 13.3 million barrels year.  However, the U.S. produces 8.457 million barrels per day.  Thats basically a day and a half without the U.S. producing oil, which is a big number.  Most likely this would result in importation of more oil, or else other states would have to produce more.  This could cause a raise in prices, so the strain would be felt by everyone.
