Although there are several species of birds that dive from the air and swim underwater to catch their prey, the brown pelican (Pelecanus occidentalis) is a perfect example. See the attached videos, it may be similar to what you saw on Discovery Channel.
I think what your describing are two birds from the Auk family: puffins and razorbills. Both these birds nest on high seacliffs and dive from high heights to prey on fish. When they enter the water, they use their wings to swim and steer. They can dive to great depths, up to several hundred feet in pursuit of prey.
