I planted a bunch of lily’s in my garden last year and they only got about 8-12 inches high and that’s it, will they come back naturally this year?

Lillies are perennials, which means that they do not have to be replanted every year. They will resurface yearly and will also multiply, to fill your garden with even more flowers! Depending on the species of Lily that you have in your garden, it will come to full bloom at different times of the season. The species of Lily may have also been the reason why they didn’t get taller than 8-12 inches high.

This website seems really helpful when it comes to caring for your Lillies:
