I have heard that chopped up fish will help my roses when they are not growing, any truth to that?

Yes, fish provide nitrogen and calcium, along with other nutrients, that fertilize roses and other flowers that need these specific nutrients. Unfortunately it is a pretty stinky endeavor even when precautions are taken to bury the fertilizer underground. One of the links below suggests methods for processing fish remains at home that may make your yard less smelly. There are also commercial organic fish fertilizers that reduce the smell factor.
