I would say no, Large Hydroelectric has significant initial capital costs and both Large and Small Hydroelectric can damage the ecology of a river as well as decrease water flow and usability downstream, for example – the Hoover Dam has an adverse effect on the Colorado river downstream as it passes into Mexico.
Comparably Solar has lower impact, and costs of production and particularly maintenance are significantly lower.
