The program basically worked by having customers bring in an old car in a minimum working condition and the government subsidizing their trade in for a newer more fuel efficient car. As an environmental policy it was very week as the efficiency standards were quite low, but it became hailed as a economic success for stimulating consumer spending. Some have argued that comsumer spending wasn’t stimualted as much as concentrated, incentiving people to buy cars during the several months of the program who might have bought a car anyways but would have just waited. The effects of the program are still being gaged but it was no doubt great publicity for the recovery package.
