How would a carbon tax work and where would the money go?

    A carbon tax would charge a fee for the use, production and distribution of fossil fuels, and it would be based upon the amount of carbon emitted. This might decrease the desire to use these environmentally harmful fuels. The money is said to return to the public somehow (dividends, etc.).
