How will a law that requires sharks brought ashore to have their fins attached help prevent shark finning?

Why won’t shark finners just throw the de-finned sharks back into the water instead of bringing the body ashore? How specifically will the Shark Conservation Act help deter shark finning?

    Fishing operations are now required to bring in the entire shark, which means that if they are caught with just fins on their boat or as they come ashore, they will be prosecuted.  Fish and Wildlife Service reserves the right to check licenses and inspect any fish caught.  The government is mainly trying to target those who harvest a large number of sharks (fishing outfitters) and stop them from merely taking the valuable fins.  Regulations differ by state, but a license is required to fish, so even if a private party goes shark fishing, it is documented and may be checked by Fish and Wildlife.
