How will Iran phase out its government subsidies?

Over the next three to four years, Iran is slowly going to start allowing its subsidized goods (a fair amount of everyday goods like electricity, water, wheat, milk, rice, etc.) to normalize to normal market prices. Fifty percent of the money saved from removing the subsidizes will be directed help poverty in Iran.  Another twenty percent wil be used to help stabilize infrastructure – such as agriculture and social security.
