Under the Food Safety Bill, small farmers and retailers are exempt for the most part. The difficulty comes when attempting to define the difference between “farm” and “facility.” Because most farmers process their products in some way, the Food Safety Bill could require them to be subject to requirements such as detailed record-keeping, maintaining detailed food safety and defense plans, and paying a $500 registration fee. This could put many small farmers out of business because not all of them have the time or money to devote to the requirements of the bill.
