The European Union has in fact already met to choose its first common leaders. On November 19, the 27 EU states met to elect their first President and Foreign Minister. The nomination process involved political elites meeting together to nominate and elect the leaders, not a democratic EU wide popular elelection. Belgian Prime Minister Herman Van Rompuy was elected as the first President, and the UK’s EU Trade Commissioner Baroness Cathy Ashton got the title of foreign minister.
