How will the EPA and the International Maritime Organization enforce their new nautical emissions standards?

    The EPA enforces laws about ships that leave the US coast and are owned by US companies. If they break the law, they suffer some sort of punishment. The International Maritime Organization has a legal committee that was established to deal with legal issues raised by tanker disasters and other problems on the sea. I’m sure they punish sailors who own tankers that harm the environment too.
