The bike tire belt listed on Uncommon Goods is now out of stock and doesn’t give much info on how to make one, but based on the product picture I think I can give you a good sense of what the process is.
It looks as though you simply need to take an old bicycle tire, snip it once so that the material forms a floppy length of rubber instead of a circle of rubber, then trim the sides down until the belt is as wide as you want it. After that, it’s just a matter of poking some holes at one end of the belt and attaching a belt buckle to the other.
