How is Utah going to make natural gas cheaper for the consumer?

Natural gas is already very cheap in Utah, less than $1 for the equivalent volume of a gallon of gasoline.  The state offers many incentives to alternate-fuel vehicles, including a $3000 subsidy and a regulation that requires a natural gas supplier to offer at least half of its supply to consumers at the cost of production.
