How strong of a wind do wind turbines need to work?

This is determined by the turbine size and design. Very small ones exist that can operate even at 2 mph winds. For larger size turbines the start-up wind speed is higher. Typically, vertical axis turbines need about 6-8 mph. For very large, commercial-size turbines, you can expect even more. You’ll need to look at particular turbine model’s specifications, though.
