Unfortunately, I don’t think there’s a practical way to do this. Utilities could charge more for water, thus discouraging waste, but this could make it difficult or impossible for the poor to afford necessary drinking water. We could charge extra for water used over a certain, estimated amount of what is “necessary”, but again, this varies between households depending on the number of people living there, etc. The biggest problem is there is no definite way to determine how much water people are using and how much they are wasting just from the raw numbers, although we might be able to estimate.
