The level is determined by measuring the variations of sea level over a period of time long enough to average over changes resulting from the effect of the wind waves. The measurements can be performed using water pressure sensors or acustical gauges. Gauges and controlling stations are interconnected through a sat network.

You find more details in the appropriate section of the manual on sea level measurement prepared by the Intergovernmental Oceanographic Commission and published by the UNESCO.
