One way the GOP is planning on reducing the EPA’s authority is by passing legislation that would prevent the EPA from implementing new rules that would limit greenhouse gas emissions. The legislation would be applied to the Clean Air act, the Clean Water act, the Endangered Species act, etc. In the past month or so, several republican-backed bills have been introduced that would limit the EPA’s authority and transfer it to congress.
Republicans are currently trying to cut $1.6 billion from the EPA’s budget, which would definitely hurt the EPA’s ability to enforce the authority it does have.
