After paper is deposited in a nearby recycle bin, and then retrieved by whatever company is responsible for that bin, the paper is taken to a paper mill. The mill shreds the paper up, and mixes it with water to create a pulp. The pulp is then washed and refined, and formed into a slush, and then remanufactured into new paper.
