There is not set amount of time established for all forest. But to answer your question, in most places it should be cleared out far more often than it has been. It also depends on the forest you are talking about and what types of trees and undergrowth that are specific to that forest. Excessive undergrowth mixed with dry weather is an invitation for devastating forest fires to roll through areas no matter where you are. Clearing out the undergrowth is a great was to reduce this risk, but the problem is that it take a lot of hard labor and time to make a significant dent on clearing out the forest.
