The United States and Russia signed an arms control treaty, which reestablishes inspections and bars the deployment of over fifteen hundred warheads. The hope is that both sides will proceed to cut the amount of nuclear weapons they possess in the future. The treaty was heralded in both Moscow and Washington, D.C. as the start of more cordial relations.
