The Navy released a CRS report for Congress on methods of reducing oil consumption back in 2006.  Various strategies include taking efforts to reducing energy waste, replacing oil with hydrocarbon fuels, and taking advantage of nuclear, solar and wind power on the ships. The report sought to replace old equipment with energy efficient technology and suggested the use of hydrocarbon fuel and biodiesel.
