A list compiled by the Union of Concerned Scientists produced a list in 2006 in which the top emitter of carbon dioxide is actually China, producing 6,108,000,000 metric tons of carbon dioxide per year.  The United States is number two though, coming in at 5,903,000,000 metric tons emitter yearly.  In order to move down to number three, pushing out Russia, it would have to reduce its emissions by 4,200,000,000 metric tons.
