The amount of water cottonwoods consumes varies not just by location but also by humidity, altitude, and soil acclimation. An exact amount is impossible to gauge from someone who doesn’t know absolutely everything about your specific gardening conditions (and I reccomend seeing an arborist near you for more detailed information), but generally speaking, cottonwoods require much more water during the growing season, and need far less water during leaf production cycles.
