If you mean a cactus plant in your own home, you can get by with letting the water vapors in the air do the trick, or develop a system like two table spoons of water a week. Overwatering is a danger in cacti, and if the stem begins to soften, it means it is drowning.
In the wild, it all depends on the size of the cactus. 90% of a cactus’ body will be full of water at any given time.
