The California Integrated Waste Management Act of 1989 set up goals of solid waste diversion rates of 25% by 1995 and 50% by 2000.  This set up a strategic plan for diverting solid waste to recycling programs and reducing waste.  The state of California exceeded the target rate and achieved 52%, as reported in 2005.
