San Diego County has to date spent nothing on the physical removal of the seals, though since the 2005 order they be removed has cost the county legal fees. The county was ready to begin a program that would have cost $688,000 a year, and consisted of playing tapes of barking dogs to frighten them away. The courts have decided to allow the seals to stay, saving what the county guesses would have been millions of dollars in eventual removal costs.
