The American Clean Energy and Security Act was introduced into the House on May 15, 2009. It was passed by the house late June. It is now October, so it’s been floating around for about five months. If you’re talking about how much time was put into drafting it, that would be very hard to estimate. It’s 1200 pages long. If we guess that it took two hours to research, write, and revise each page, then that’s 2400 total hours of work put into it (by many different people, of course). But that is a complete guess; it’s probably higher.
