A quart of seawater contains 2.139 lbs of salt, by my maths.
1 quart= 0.95 liters; according to the wikipedia article cited in the other answer, 1.2 ounces of salts (all types, mostly NaCl) per liter. 1.2 oz times .95 liters = 1.14 ounces per quart. I can’t imagine a quart of water could even contain or dissolve two pounds of salt.
