How much rain would Southern California need to be out of their drought?

That is a tough question, since Southern California is a chaparal, which is a form of desert, it does not need much annual rainfall as an ecosystem. However Since there are several suppliers for water in socal and a growing population, there has yet to be a single study that would state the exact water needs of the area.
