In dry years, states have to dip into their reservoirs but when dry years come one after another, it begins to strain on the supply. According to this page (pdf file), California has been getting above average amounts of rainfall this year. However, because the impacts of droughts are more severe the longer they last, I would guess that the state needs a few consecutive years of above-average rainfall to neutralize the effects.
