The pressures required before an eruption depend on a lot of things, and vary hugely. The viscocity of the magma, whether it is felsic or mafic (silica composition of magma), depth of the magma chamber, the mass and density of rock above the magma, and the composition of the magma all play a role in determining the pressure needed to yield an eruption.
