None; the first offshore wind farm was approved recently and construction will probably begin later this year.
As an addendum to rigibson’s answer, I’m intimately familiar with the Cape Wind Project given that I live in Massachusetts. It’s been very contentious and there were many dissidents voicing their concerns about the turbines for a myriad of reasons. The most common: aesthetics (NIMBYs!), potential danger to birds, noise, and turbine damage due to weather. There have been a lot of considerations to a lot of groups and organizations; thus, it’s not shocking that it took a decade to reach approval.
