How much more efficient does a toilet have to be to call it one?

Traditional toilets can be using up to 7 gallon of water for every flush. They then started making toilets with 3.5 gallons per flush, and new “low flush” or “high efficiency” use toilet only use 1.6 gallons. There are even some more expensive models that have variable less 0.9 gallons and more 1.6 gallons flush options. The 1.6 gal efficient toilets can save a family 8000 to 20000 gal of water annually and even using the 3.5 gal toilet will save a family 3200 gal annually. That means $50 to $100 savings in a year.
