A hydroelectric dam has to be specifically engineered to be such. other dams are engineered only to hold water and provide a reservoir for populated areas. Therefore, whatever additional costs are incurred for materials, the hydroelectric generators themselves, and design is how much more it would cost to build a hydroelectric dam than a regular dam.
