How much money will it take the Army to make their military bases carbon net zero?

That number is probably going to vary each year with new forms of technology coming out and I don’t think anybody could predict it. The Army has goals for reducing emissions, but not purely for environmental reasons. There is a tactical advantge to reducing waste as that reduces the need for convoys which can be strategically targeted by enemies. A couple years ago,the army spent $95 million spraying tents in Iraq with foam insulation which cut air conditioning costs by almost half and cut down daily fuel use by about 12 convoys.
