The numbers in the other answer are incorrect. The US imports about 9 million barrels per day. Now (Oct. 2010) oil is about $75 per barrel, so those imports cost about $675 million every day.
The US government does make money on oil leases on federal lands, such as national forests, the offshore areas, and others. An offshore Gulf of Mexico lease can cost a producing company tens of millions of dollars, paid to the US government; then they also pay royalties and taxes to the government if they are successful and actually find any oil.
