In 2009, the federal stimulus bill spent $1 billion for funding end-use renewable energy projects. Approximately $200 million of the funding went directly to solar investment and solar thermal installations. The states who got the most out of the budget was Tennessee ($62 mil), New York ($58 mil), Florida ($45 mil), and Arizona ($15 mil). On Febuary 1, 2010 Obama released his FY2011 budget request that includes $302.4 million budget for Solar Energy Technologies Program. Which is a 22% increase from the 2010 budget.
Not all solar investments are state programs and there are figures that are not included above by other investors and as the solar market matures, more states will have solar programs.
