    This is a far more complex question than it first seems. Ont he surface, the answer is yes, development agencies like the World Bank incorporate environmental standards into their projects. However, a certian amount of this is greenwashing and mere lip service. The problem is, the World Bank argues that many non-coal solutions are too expensive or not powerful enough to cover the needs of developing nations, but is still willing to take money intended for “development” of renewable energy sources, even as it puts more coal in.
