Like all hydroelectric plants, Hoover Dam can allow varying amounts of water to flow through it according to the demand for power at the time. Wikipedia states that the average flow is 22,000 cubic feet per second; multiplied by the number of seconds per year, that works out to 694,252,372,000 cubic feet per year, or over 231 billion cubic yards.
