According to the New York Times, pollution regulators in California will be targeting companies in an effort to reduce emissions.  They will be required to pay 15 cents per metric ton of carbon dioxide produced in the first three years the new law is enacted.  Not only will this help put pressure on pollutive companies, but the new program is expected to raise 63 million dollars for the state of California.
