The City of Eugene has embarked on an ambitious sustainability campaign, with one of the goals to have all city operations be carbon-neutral by 2020. In a 2007 report on the greenhouse gas inventory, the city claimed that only 11% of its GHG emissions came from electrical energy, and that this low figure was due to its use of “clean” energy. For example, according to their website, 95% of the electricity provided by the Eugene Water and Electric Board comes from hydropower, wind, and other renewable sources. The EWEB is Oregon’s largest customer-owned utility and provides energy to 86,000 customers in Eugene.
