How much E-waste did the digital TV switch cause?

Unfortunately a lot of people dumped their TVs when they could have been upgraded (with a digital converter, free from the government), and sources say e-waste increased by 70%. In the U.S., only 18% of analog TVs were recycled in 2008. And old, analog CRT type of TVs are toxic. Most of these will be shipped to China and Africa, which violates the Basel Treaty that says hazardous waste cannot be shipped from rich countries to poor ones.
