It varies greatly by toilet. In general, older models use much more water. Toilets made before 1987 use between 5-7 gallons per flush, whereas those made in 1994 or later use only 1.6 gallons per flush (on average). This number is likely continuing to decrease as we create even more efficient toilets.
The average toilet flushes 1.6 gallons per flush. Each toilet should say this somewhere on it — # gpf (gallons per flush). Low flow toilets should flush less than 1.6 gpf
