How much does it have to rain for the average city sewer system to flood?

    Most city sewer systems desgined so that it is quite impossible to happen. Generally, only during the most prolonged intense rainstorms do the storage boxes completely fill up with water, and instead of allowing the excess water to backup through the sewers into homes and streets, water is discharged into either the Bay or Ocean or Lake etc. through one of many discharge points.
